First Permanent Injunction Blocks Trump’s Use of Military Force Against Protests in Oregon
PORTLAND, Oregon: A federal judge yesterday issued an order permanently blocking President Donald Trump from deploying National Guard troops to Portland, Oregon, against the express wishes of state and local leaders.
The ruling by U.S. District Judge Karin Immergut replaces a previous interim order and marks the first time a court has permanently enjoined President Trump’s use of military force to quell protests against immigration authorities.
The injunction limits the President’s ability to unilaterally mobilize the Guard in Portland to address ongoing demonstrations. The Trump administration has simultaneously been attempting similar military deployments in other Democratic-led cities, including Los Angeles, Chicago, and Washington, D.C., suggesting a broader policy goal of using federal troops to counter local civil unrest and protests.
Judge Immergut’s decision specifically upholds the authority of state and local officials over the deployment of their state’s National Guard forces, an authority that was challenged by the federal administration’s actions. The ruling underscores the constitutional separation of powers regarding the use of military force domestically.
