NEW DELHI – Union Home Minister and Minister of Cooperative, Shri Amit Shah, is set to unveil the much-anticipated ‘National Cooperative Policy 2025’ at an event in Atal Akshay Urja Bhawan, New Delhi, on Thursday, July 24, 2025. This new policy is envisioned as a “milestone” for India’s cooperative movement, charting its course for the next two decades, from 2025 to 2045.
The policy, formulated under the leadership of Prime Minister Shri Narendra Modi, aims to revitalize and modernize the cooperative sector, directly contributing to the vision of ‘Sahkar se Samriddhi’ (Prosperity through Cooperation) by creating a robust roadmap at the grassroots level. It is designed to make cooperatives more vibrant in the current economic landscape and strengthen their role in achieving the ‘Viksit Bharat 2047’ goal.
The key objectives of the National Cooperative Policy 2025 include fostering inclusive cooperative institutions, promoting professional management, preparing cooperatives for future challenges, and generating large-scale employment and livelihood opportunities, particularly in rural India.
The new policy was drafted by a 48-member National Level Committee, chaired by former Union Minister Shri Suresh Prabhakar Prabhu. The committee comprised a diverse group of stakeholders, including experts from the cooperative sector, representatives from national and state cooperative federations, cooperative societies at all levels, and officials from central and state government ministries. To ensure a comprehensive and participatory approach, the committee held 17 meetings and four regional workshops across the country, incorporating 648 valuable suggestions received from stakeholders.
This policy comes over two decades after the country’s first National Cooperative Policy was issued in 2002. Recognizing the significant societal, national, and global changes brought about by globalization and technological advancements in the past two decades, the new policy seeks to adapt and strengthen cooperative institutions to remain active and impactful in the evolving economic scenario.
The unveiling event on Thursday will see the presence of members of the drafting committee, Chairmen and Managing Directors of all National Cooperative Unions, and senior officials from the Ministry of Cooperation, National Cooperative Development Corporation (NCDC), National Council of Cooperative Training (NCCT), and Vaikunth Mehta National Institute of Cooperative Management (VAMNICOM).
