Jammu : Director Animal Husbandry Department Jammu, Sanjay Gupta Saturday chaired a review meeting to assess the physical and financial progress of major departmental schemes including Holistic Agriculture Development Programme (HADP), CAPEX projects, Centrally Sponsored Schemes (CSS) and NABARD-funded initiatives across Jammu division.
The meeting was attended by Dy. Directors, Chief Animal Husbandry Officers of all districts, officers of HADP Cell, Accounts, Planning, Publicity and Technical staff of Directorate.
During the meeting, scheme-wise progress was reviewed in detail with emphasis on achievement of physical targets, utilization of funds, infrastructure development, beneficiary coverage and timely submission of utilization certificates.
The Director stressed the importance of efficient fund utilization, transparency in financial regulations and strict adherence to timelines for completion of ongoing works while keeping in mind the curbs over budget expenditures in the last quarter of the financial year.
The Director laid special emphasis on the effective implementation of dairy, poultry and fodder development projects under HADP and the schemes being implemented under UT-capex such as Integrated Dairy Development Scheme (IDDS) and Integrated Poultry Development Programme (IPDP). The officers were directed to expedite the implementation of approved projects, remove bottlenecks in execution and ensure regular monitoring at field level and alignment of physical progress with financial expenditures.
With regard to NABARD-assisted projects, officers were instructed to ensure compliance with the stipulated guidelines and to maintain close coordination for timely drawal and utilization of funds. The Director further directed that progress reports be submitted after every two weeks for effective monitoring and review.
The meeting concluded with directions to strengthen inter-departmental coordination, field supervision and beneficiary-oriented delivery so that the objectives of the schemes are achieved within the prescribed timelines.
