Comprehensive Assessment Ordered to Ensure Rational Stamp Duty Implementation from January 1, 2026

Budgam: A review meeting regarding the revision of stamp rates for the year 2026 was chaired by the Deputy Commissioner (DC) Budgam, Dr. Bilal Mohi-ud-Din Bhat, at the District Headquarters.
The meeting was attended by the ADC Budgam Mehraj-ud-din Shah ,General Manager, District Industries Centre Budgam Zahid Ahmad; Assistant Commissioner Revenue, Budgam; Assistant Commissioner Panchayat, Budgam; Divisional Forest Officer, PP Forest Division Budgam; Sub Registrar, Budgam; Town Planner, Housing and Urban Development Department, Budgam; Sub-Divisional Magistrate Beerwah/Chadoora/Khansahib; and Executive Officers of Municipal Councils/Committees of Budgam, Beerwah, Chadoora, Charar-i-Sharief, Khansahib and Magam.
During the meeting, a detailed review of the existing stamp rates was undertaken in light of the proposed revisions for 2026.
The DC emphasized that the revision process must be carried out in a scientific, data-driven and objective manner, taking into account prevailing market trends, recent developmental activities, and variations in land use patterns across urban, semi-urban and rural areas of the district.
He directed that a comparative analysis of current stamp rates and proposed revised rates be conducted with due consideration to infrastructure growth, commercial viability, residential expansion and overall economic activity in different localities. The DC highlighted about importance of ensuring uniformity, transparency and rationality in the revised rates so as to prevent both undervaluation and undue financial burden on the public.
The DC further stressed the need for close inter-departmental coordination, directing all concerned departments to furnish relevant inputs and factual data within the prescribed timeframe.
He underlined that the revised stamp duties must be well-documented, properly justified and aligned with existing legal provisions and government policies.
The DC also emphasised timely finalization of the exercise so that the revised stamp duties are notified and implemented uniformly with effect from 1st January, 2026, ensuring smooth administration and enhanced revenue realization for the district.
He directed all concerned officers to submit their detailed reports and recommendations promptly for further examination and necessary action at the District Level.
