ANANTNAG: A Capacity Building Programme on Community Based Disaster Management (CBDM) was organised by the District Disaster Management Authority in collaboration with Rural Development Department and State Disaster Response Force, Anantnag at Dak Bungalow, Khanabal.
The event witnessed active participation from officers including Assistant Commissioner Development (ACD), and DySP SDRF and officials of various departments including Health, Youth Services & Sports, Fire & Emergency Services, Jal Shakti, Rural Development, Power Development, Revenue, and Flood Control and volunteers.
The session focussed on enhancing community awareness and preparedness for effective disaster risk reduction and fostering response mechanisms at grassroots level.
Speaking on the occasion, Assistant Commissioner Development highlighted the importance of CBDM in empowering local communities to play a proactive role in disaster preparedness, mitigation, and response.
During the program, the significance of CBDM for micro planning based on community knowledge and available resources besides involving community members directly for faster response, better coordination with government agencies, self reliance and minimization of losses during disasters was elaborated.
The programme concluded with an interactive session and demonstrations about basic disaster response techniques, aimed at equipping participants with practical knowledge for efficient action during emergencies.
Later, an Incident Response System (IRS) Training Programme was also organised for strengthening the district’s disaster response and coordination mechanisms. It focused on familiarizing officers with the operational structure, planning process, and response protocols of IRS, preparing them to manage real-time disaster situations more efficiently.
Deputy Secretary, Disaster Management, Relief, Rehabilitation & Reconstruction, J&K, Snober Jamil joined the session virtually and briefed the participants about the Incident Response System framework.
She highlighted the importance of IRS mechanism as a structured approach for effective disaster response and coordination among different departments.
Deputy Secretary emphasized that IRS enables clear roles, responsibilities, and communication channels during emergencies, ensuring swift and efficient action across all levels of administration.
ACD in his remarks underlined the significance of inter-departmental coordination and timely decision-making in disaster situations.
