J&K Launches GST 2.0, Suvidha Kendras & Adopts Seven-Step Consumer Benefit Protocol

JAMMU: The Government of Jammu and Kashmir has commenced the implementation of Next Generation GST Reforms 2.0, effective from September 22, 2025, aligning with the national tax rationalization drive and reinforcing its commitment to consumer welfare. The overhaul simplifies the GST framework by reducing multiple tax slabs to just two primary rates—5% for essentials and 18% for most other goods and services. These measures are poised to lower the cost burden on households, insurance, medicines, education, and key livelihood sectors.
To ensure efficient, transparent, and people-centric execution, the Government has adopted Standard Operating Procedures (SoPs) across all key departments: State Taxes, Legal Metrology, Health & Medical Education, and Industries & Commerce. District and divisional enforcement teams will intensify market surveillance, verify accurate price revision, and provide direct citizen support through a network of GST Suvidha Kendras and sectoral helplines in every district.
The Suvidha Kendras are equipped to assist taxpayers in understanding GST 2.0, filing returns, remapping HSN codes, and resolving grievances.
A robust seven-step implementation protocol anchors the rollout:
• Policy Communication: Issuance of clear advisories to industry and trade associations regarding rate reductions.
• Awareness & Capacity Building: Organisation of webinars, publication of brochures, radio and social media campaigns to broaden understanding.
• Monitoring & Documentation: Systematic collection of invoices and voluntary price declarations to document compliance.
• Consumer Feedback Mechanism: Installation of feedback boxes, operation of helplines, and WhatsApp chatbots to facilitate citizen participation.
• Enforcement & Inter-Departmental Coordination: On-ground inspections, joint anti-profiteering drives, and seamless inter-departmental actions.
• Public Awareness Drives: Visual campaigns including banners and community activations highlighting GST benefits.
• Review & Reporting: Routine reviews and performance reporting at DIC and Director levels to ensure sustained vigilance.
Legal Metrology officials are actively monitoring MRP revisions, enforcing transparent labeling, and imposing penalties for overpricing or label violations. The Health & Medical Education Department is engaged in widespread communication campaigns and conducting surprise inspections to guarantee that tax reductions on medicines and health services are fully passed on to patients. The Industries & Commerce Department—through engagement with businesses and a newly established consumer complaint portal—ensures industry compliance and quick redressal of consumer grievances.
Described as a “Festival Bonanza” for the citizens of Jammu and Kashmir, GST 2.0 represents a historic stride towards price transparency, ease of doing business, and new opportunities for economic growth. The Government reiterates its commitment to rigorous oversight, open communication, and consumer protection, ensuring that the benefits of GST 2.0 rapidly reach every resident in the Union Territory.
